Dr Paul Kaplan is Chief Medical Officer for MaxHealth. In this role he leads clinical operations, clinical strategy, and a team of medical directors. Focused on a cohesive approach to the practice of medicine, Dr. Kaplan ensures tight integration between providers, case management, the pharmacy, executive and administrative teams. Dr Kaplan plays an integral role in risk adjustment and quality of care education for providers, particularly those clinicians transitioning from FFS to value based medicine.
Dr. Kaplan graduated from medical school in Cape Town, South Africa and has 38 years of experience in healthcare practice and leadership. With a successful career as a practicing clinician, Dr Kaplan transitioned into administrative medicine and was selected to be the Chief Medical Officer for Blue Cross Blue Shield of Delaware and served as the Senior VP for Provider Strategy for Highmark Blue Cross Blue Shield. He has extensive experience with the Medicare Stars program and served as the senior medical director for Essence Healthcare, a 5-star Medicare Advantage plan in St. Louis, Missouri. More recently Dr. Kaplan served as a senior medical director for Florida Blue.
Dr. Kaplan developed a robust medical informatics division that he leveraged to successfully build comprehensive case management and disease management programs at BC/BS of Delaware. His tireless work on behalf of physicians culminated with high recognition and awards from the Medical Society of Delaware. He was appointed by the Governor of Delaware to help improve the provision of healthcare in the state.
Dr Kaplan is passionate about his charitable work and has served on the board of the Disease Management Association of America, and as chairman of the board for the Blood Bank of Delmarva, ensuring the safe, abundant supply of blood for patients in Delaware, Maryland and Virginia.
